OK - admitting to some confusion about STEP 4. on the first test: (repeat above and fake URLs and confirm 403 error). Not sure exactly what you're looking for there.

Okay, talked to Adam about step 4:
If you give a legit bad URL (mis-spell something) kicks back an error HTTP Status 500 error (apache/tomcat).
If you give it a bad tDAR id (a too-high number) kicks back a Page not found error (stays in tDAR).

I agree that step 4 is weird. Adam's explanation helps, though I don't think it "fits" with confidential/embargo tests. I think I'll just remove that step for now...

Step 2 of the 3rd test- user-level access (logged with a viewer account), tried sneak edit by adding /edit to the url.
Odd behavior... Threw me to a Resource Deleted page? Same in IE9 and Chrome.
Same deal when I tried to /edit a person (threw me to the Resource Deleted message).

most def a bug (fixed now I think) - it should now be sending you to a "resource forbidden" page. let me know if otherwise.
